Raising awareness and education in the area of export controls to prevent unintentional proliferation and enhance safety culture
On September 22-24, 2022, a training seminar “Raising awareness and education in the area of export controls to prevent unintentional proliferation and enhance safety culture” was held at the SAROB, the Khoja Obi Garm recreation area of the Varzob region of the Republic of Tajikistan. The event was organized by the Tajikistan National Academy of Sciences, the public organization “TABioS” in the framework of the International Science and Technology Center (ISTC) Targeted Initiative CBRN Export Control on Dual-Use Materials and Intangible Technologies in Central Asia, with financial support from the EU.
The seminar was opened by the Project manager Prof. Nasyrova F.Yu. and Executive Director of PO “TABioS” Dr. Rahmatov A.S.
This workshop is being conducted as part of a project to raise awareness and education in the area of export controls. The aim of the project is to develop a better understanding of the role of awareness raising and education in the area of export controls in preventing unintentional proliferation and enhancing safety culture.
The participants to the workshop were teachers at –
- Tajik State University of Commerce;
- Academy of Public Administration under the President of the Republic of Tajikistan;
- Institute for Advanced Studies of the Customs Service under the Government of the Republic of Tajikistan;
- Tajik State University of Law, Business and Politics;
- Institute of Economics and Trade under the Tajik State University of Commerce, working in the field of Export Control.
- Experts and specialists in the field of Export Control, representing the scientific research institutes of TNAS and Custom Services of Republic of Tajikistan,- ISTC TBO.
As a result of the seminar, a round table was organized, during which a number of decisions were taken and a resolution was adopted and recognize the work of the seminar as successful and meeting the current level of knowledge in the area of Export Control for teachers and specialists of universities of the Republic of Tajikistan. It was decided to create a working group to develop and release the Educational and Methodological Complex (EMC) of Export Control in 2 languages – Tajik and Russian for further implementation in the educational processes of the 5 country’s universities at three level of education, depending on the specifics of the specialties (bachelor’s, master’s and PhD programs in specialties).
Finally, the possibility of organizing and holding a final round table on the results of the implementation of the Export Control course within the framework of the current project was put into consideration. It was decided to propose a project for the organization of technical support of laboratories in the universities of the Republic of Tajikistan in the field of Export Control. Universities- project participants should to establish interaction and partnership on the use of the existing infrastructure of customs authorities for educational purposes. Find a possibility to provide universities with previously developed modules on chemical and biological safety in Russian and Tajik languages.
